After filling out the required data on the website and presenting the required documents to verify the authenticity of my identity, I was asked to pay the fee in the amount of 10,377 rubles 36 kopecks. Before paying for the pole, I contacted the Anchor operator at the contact phone number 8-800-200-99-62 and the RSA representative 8-800-200-22-75 (with a 20-minute wait, all operators are busy) and clarified the authenticity and correctness sites through which the registration was made. Then I made the payment. I have not received an SMS to my contact phone number with the order number that the company employee mentioned, and I still have not received any information about the registration of the pole.

The RSA representative said that the pole would be sent to me within 24 hours, but by August 30, 2017, I still had not received it. I checked with the bank, the payment was received, but Jakor JSC does not have my data, because. all registration took place through the RSA website, http://egarant.autoins.ru and you need to wait for registration from them. I contacted the RSA representative again (again a 20-minute wait) with a request to check whether the payment went through, to provide the registration number for the MTPL pole, or to provide at least some options for further actions in order to receive the pole, they rudely told me to write an application and wait for consideration ( the application registration period is 5 days, the application review period is 1 month), and they have nothing more to help me with and the employee hung up.

Today I have the following situation: the money has been debited from the account; I do not have any data confirming the fact of registration of the pole (neither an order number nor an SMS with data on the completed registration was provided); in the database of JSC "Yakor" I'm absent because... RSA did not provide them with any data; RSA also does not provide any data, commenting that they do not have access and refer to writing an application with a review period of 1 month, I can no longer drive a car, because... the previous insurance ended on August 27, 2017, but there is no new one and it is not known when it will arrive.

When purchasing an MTPL policy online, a request is made to the database of the Union of Auto Insurers. The AIS requests information that is needed to issue an insurance document. Typically, insurers require the driver's license number, driver's license plate number, and vehicle VIN. But sometimes they ask for additional information about the vehicle. And in this case, they are primarily interested in data from the PTS. The motorist must provide the document number and the date it was issued. This information can later be used when searching for a car or OSAGO form through a single RSA database.

In addition, on the official website of the Union of Auto Insurers there is a service that, using the PTS number, allows you to determine the company with which the car is insured. You only need to enter the certificate number in the form; you do not need to indicate the series. After this, the site user will be shown information about the insurance company with which the owner of the vehicle issued the auto insurance policy. But only the name of the organization will be indicated. The specific office of the insurance company, its location, region and other contact information (telephone number, email) will not be indicated.

Checking against the RSA database for PTS online

Punching against the PCA database will allow you to determine the authenticity of the document. If a car enthusiast needs some more detailed information about the car he is purchasing, which he decided to check using the title, he should use the data that is in the document. It contains the VIN and other technical characteristics of the car. Using them, you can find out whether the vehicle is stolen, whether restrictions on sale or deregistration are imposed on it.

Many people are concerned about the question of what documents are needed to obtain insurance and, in particular, whether it is possible to issue a policy if you do not have a vehicle passport (PTS) with you.

At the same time, the answer to this question can be easily found in the Law “On Compulsory Insurance of Civil Liability of Vehicle Owners.”

There are situations when you cannot do without PTS. For example, when buying a used car. The fact is that not long ago changes were made to the legislation regarding state registration of cars.

And if previously, in order to sell a car, it had to be deregistered with the traffic police, then today the vehicle is sold directly with old plates and registration certificate.

Thus, having purchased a used car, the new owner will receive an STS, which indicates the previous owner of the car. Confirmation of the fact of a change of owner in this case is the purchase and sale agreement signed between the buyer and seller, as well as the PTS, to which the parties make the necessary changes during the transaction.

It will not be possible to purchase compulsory motor liability insurance without a vehicle passport under such circumstances., since the policy is issued to the owner of the car, and this information will be reflected in the registration certificate only after the new owner registers the car with the traffic police in his name.

ATTENTION: It will not be possible to register the car and make changes to the STS without an MTPL policy. According to clause 15.6 of the Order of the Ministry of Internal Affairs No. 605, insurance is a mandatory document when registering vehicles.

Since it is possible to confirm the legal ownership of a used car before its registration with the traffic police only with the help of a vehicle passport and a purchase and sale agreement, in such a situation it will not be possible to buy without an OSAGO title.

In what cases can you do without it?

First of all, you need to figure out what you need to buy a policy. The list of securities is strictly limited and regulated by Article 15 of the OSAGO Law and looks like this:

  • Statement of intention to draw up a compulsory motor liability insurance agreement.
  • An identification document of an individual or a certificate of state registration of a legal entity.
  • Vehicle registration document issued by the traffic police.
  • Driver's licenses of all persons who will drive the vehicle.
  • A diagnostic card issued based on the results of a technical inspection of the vehicle.

IMPORTANT: the insurance agent has no right to demand documents not included in this list.

As can be seen from the list, the Law obliges the car owner, when applying for compulsory motor liability insurance, to provide the insurance company with a form for registering the car with the traffic police. Problems with obtaining an insurance policy
